Resch Center, Green Bay – Two Decades of Municipal Excellence

When Brown County Wisconsin needed a flooring contractor capable of handling the complex demands of a premier sports and entertainment venue, they turned to Protective Coating Specialists—not once, but repeatedly over more than two decades. The Resch Center project demonstrates PCS’s unique ability to scale operations, engineer custom solutions, and work seamlessly within the demanding schedules of large municipal projects.

The relationship began in 2002 when Brown County replaced their aging convention center and sports complex. Working with Miron Construction as the general contractor, Protective Coating Specialists successfully bid to install flooring systems in 12 kitchens around the new Resch Center, utilizing Duraflex Duraquartz flooring systems with cove base—a testament to PCS’s early recognition as specialists in complex commercial environments.

“We’ve been partners with the Resch Center for over 20 years now,” said Tim LaSure, PCS senior project manager. “That kind of long-term relationship in municipal work only happens when you consistently deliver solutions that other contractors can’t or won’t handle.”

Engineering Solutions When Others Walk Away

Ten years later, the venue faced a significant challenge: excessive cracking throughout the facility’s floors. When Brown County’s arena sent out bids to address the problem, PCS was specifically interviewed by PMI Entertainment Group to review the flooring issues and recommend solutions—a clear indication of their reputation for problem-solving expertise.

“Many contractors would have simply recoated over the existing problems,” explained LaSure. “We engineered a comprehensive solution that addressed the root cause. We installed a flexible flooring membrane system to reduce the amount of future cracking, then applied a Durachip decorative flake coating with high abrasion wear urethane finish that’s UV stable—critical due to the large amount of natural light from the complex’s extensive windows.”

The solution required careful coordination with PMI Entertainment’s packed event schedule, ensuring no interference with planned concerts, sporting events, and other activities. PCS completed the work in segments across the 15,000-20,000 square foot bowl area, meeting every timeline set by PMI while addressing a major concern: odor control for full-time employees and staff working in the facility.

Thirteen years later, those floors remain in excellent condition with minimal to no cracking—a testament to PCS’s engineering approach. The successful completion led to additional PMI projects, including specialized coatings in vomitories and VIP sponsorship sections.

The Ultimate Scaling Challenge

In 2024, PMI Entertainment reached out to PCS for their most ambitious Resch Center project yet: updating the entire 38,000 square foot bowl seating area as part of their maintenance agreement with the county. The scope was staggering and required capabilities that pushed far beyond typical flooring work.

“The project included full removal of all 10,500 seats, staging the existing seating, prepping and recoating the entire bowl seating area, then reinstalling every seat in exactly the same configuration,” said LaSure. “The trickiest part was that every seat had a specific location—all the bolts needed to line up perfectly, along with all electrical connections. It was like perpetual motion, like an elaborate game of leapfrog.”

The previous contractor had simply painted the surface, leaving it dirty, slippery, and badly worn. PCS’s comprehensive approach included coating the bowl, stenciling, re-lettering sections, applying yellow safety striping for step hazards, and coating both vertical and horizontal surfaces throughout the structure.

Precision Engineering at Scale

The project’s complexity extended far beyond typical flooring installation. PCS had to work with 9 sets of steps per quadrant, totaling 538 individual steps across 3,000 square feet. The team used hand grinders on vertical surfaces and coordinated work across multiple areas: 38,000 square feet of walkways, 30,000 square feet of risers, 64,000 square feet in the bowl itself, and 5,000 square feet of vomitories.

“These requirements were so far out of everyone else’s capabilities,” noted LaSure. “The sheer magnitude—managing seating, electrical connections, repainting lettering, vinyl tape replacement—required a level of project management and technical expertise that most contractors simply don’t possess.”

Working with premium Sherwin Williams and SIKA products, PCS completed the entire project in just 60 days, finishing in September 2024. The tight timeline was critical given the venue’s packed schedule of basketball games, ice hockey, arena football, concerts, and other major events.

“With a project like this, the schedule is a huge issue given all of the events at the arena,” explained LaSure. “Our ability to quickly scale work up and down based on client schedules—working around basketball, ice hockey, arena football, concerts, and other events—is what separates us from competitors who can’t adapt to the real-world demands of active facilities.”

The success of the 2024 bowl renovation represents more than just another completed project—it demonstrates PCS’s evolution from a flooring contractor to a comprehensive solutions partner for complex municipal facilities. The ability to evaluate existing conditions, design custom solutions, and execute complex installations while maintaining active venue operations has PCS the go-to contractor for PMI Entertainment Group’s most challenging projects.
